IVAN SIMIČ, TAX ADMINISTRATION OF SERBIA: Tax policy should not be changed until 2014

Tax Administration does not want any tax policy amendments until the end of the next year because too many projects which will present huge relief for tax payers in Serbia are on-going. We would like to implement those projects within a year and that would take years in other states. Therefore, every change of tax policy which would come into effect before 2015 would jeopardize and even topple planned projects

What new tax policy does Serbia need? What are its basic elements and how much time does it take to implement such tax policy – are some of the questions Biznis Magazin asked ‘the first exciseman of Serbia’, Ivan Simič, the Manager of Tax Administration of Serbia. His reply was resolute and clear: now is not the time for amending tax policy since it would topple on-going projects. More precisely, Ivan Simič states in an interview for our magazine:

– New tax policy will be proposed by new ministers who have those ideas. Tax Administration does not want any amendments of tax policy until the end of next year since there are too many on-going projects which will present a great relief for tax payers in Serbia, such as a collective payment, i.e. one form for registering all natural person’s earnings and one payment account for all taxes and contributions. Then, there is a reorganization of entire organizational structure of Tax Administration which will be finalized by the end of the year. By March next year we will introduce on-line fiscal cash registers and from July 1, 2014 we will introduce e-business for tax payers. We would like to realize those projects within a year, the realization of which would last for years in other states. Therefore, every change of tax policy which would come into effect before 2015 would jeopardize and even topple planned projects.

• But, new Minister of Economy, Saša Radulović announced amendments of tax policy in order to unburden labour and to make employment profitable as one of the first reform steps. New minister ascertained that we have a regressive tax policy burdened by labour, production and export. What is your comment? Which examples convinced you that Serbian tax policy is regressive?

– That is quite relative. I agree that labour tax should be lowered but the question is how much and which part of it. Income Tax is already low and makes 10%. Social contributions are high but if they are lowered significantly, if we want to talk about significant labour tax decrease, the question is how and where the shortage of those social contributions would be supplemented. Budget is like a balloon: if you take something at one side you must add something to the other.
